RAIS YATIM CADANG BUAT 'FACEBOOK' SENDIRI


Rais: K'jaan perlu kuasa sekat laman sosial.


Malaysia boleh mewujudkan laman sosial 'Facebook' sendiri seperti yang diperkenalkan China untuk rakyatnya dalam usaha mengawal kenyataan berbau hasutan atau mengganggu gugat ketenteraman awam, kata Penasihat Hal Ehwal Sosial dan Kebudayaan kepada kerajaan, Tan Sri Dr Rais Yatim.

Selain itu, Rais yang juga bekas Menteri Penerangan, Komunikasi dan Kebudayaan berkata pihak berkuasa juga perlu diberikan kuasa menyekat saluran laman sosial itu untuk suatu jangka masa tertentu, sehingga siasatan dilakukan terhadap individu terbabit.

"Secara rasmi pernah saya kemukakan cadangan ini kepada kerajaan dan peguam negara. Ia terserah kepada mereka.

"Apa yang berlaku dan dilakukan oleh China setakat mewujudkan Facebook mereka sendiri, boleh kita buat, bukan tidak boleh. Ataupun mengambil langkah-langkah pencegahan yang cepat," katanya.

Beliau berkata demikian kepada pemberita selepas berucap dalam program penghayatan kemerdekaan, anjuran Kementerian Kemajuan Luar Bandar dan Wilayah, sempena sambutan Kemerdekaan ke-57, semalam.

Rais yang juga Presiden Universiti Islam Antarabangsa Malaysia (UIAM), berkata perkara itu juga perlu dikaji dengan segera kerana aktiviti siber sudah menjadi sebahagian daripada kehidupan harian namun pangkalan laman sosial dikawal negara lain.

"Jadi hal ini perlu dikaji dengan cepat supaya kita tidak jadi mangsa kepada mereka (pengendali laman sosial) yang begitu berkuasa," katanya.

Menurutnya, walaupun Seksyen 3, Seksyen 4 Akta Hasutan 1948 atau Akta Ketenteramaan Awam boleh digunakan terhadap seseorang yang mengeluarkan kenyataan berlebihan, namun proses mahkamah mengambil masa yang agak lama dan rakyat mungkin hilang keyakinan terhadap kerajaan.

Dalam pada itu Rais juga meminta parti politik, pihak swasta, badan bukan kerajaan, sekolah, maktab serta sektor perkhidmatan awam memainkan peranan masing-masing dalam menyemarakkan semangat patriotisme dalam kalangan rakyat negara ini.

Katanya cara mudah untuk menonjolkan semangat cintakan negara adalah melalui mengibarkan bendera Malaysia sempena sambutan Hari Kemerdekaan pada Ahad.
